kernel: partly revert: update mt7530 EEE patch from upstream
This partly reverts commit 20a924d2ae378fe35b74f81be3b7f58366472e80.
This commit broke the build of the Mediatek target with kernel 5.4, for
kernel 5.10 it is fine.
