realtek: tl-sg2008p: use correct i2c address for TPS23861
Address 0x30 is a "broadcast" address for the TPS23861. It should not
be used by drivers, as all TPS23861 devices on the bus are supposed to
respond. Change this to the correct address, 0x28.
