Pass time-resolution to grt.
Use time-resolution for Put_Time.
Use time-resolution for --stop-time (Parse_Time).
Use time-resolution as VpiTimePrecision and for vcd.
TODO: ghw (but needs to update ghwlib and gtkwave)
Fix #672
