Add ability to blink lighting layer for a specified duration (#8760)
* Implement momentarily blink of lighting layers
* Refactor spidey3 userspace to use rgb layer blink
* Remove un-necessary line from example in documentation
* Revert "Refactor spidey3 userspace to use rgb layer blink"
