ipq40xx: remove redundant PHY_POLL set code
The [devm_]mdiobus_alloc[_size()] functions are creating the array of interrupt numbers as well as initializing them to POLLING. Signed-off-by: Christian Lamparter <chunkeey@gmail.com>
