kernel: support new mdio_devres.ko module in 5.10
Add kmod-mdio-devres package and kernel config symbol, and update related
kmod-r8169 and kmod-ixgbe package dependencies.
Build tested module dependencies on x86/64 with CONFIG_ALL_KMODS=y.
