netfilter.mk: use CONFIG_NETFILTER_XT_TARGET_MASQUERADE
CONFIG_IP_NF_TARGET_MASQUERADE and its counterpart
CONFIG_IP6_NF_TARGET_MASQUERADE are "backwards-compat option for the
user's convenience"
