kernel: handle CFQ_GROUP_IOSCHED/CGROUP_HUGETLB in config-4.14
The generic config-4.14 should handle below configs.
- CONFIG_CFQ_GROUP_IOSCHED
- CONFIG_CGROUP_HUGETLB
