kernel: 6.1: add missing CONFIG_TEST_DYNAMIC_DEBUG option
This new option (default N) will generate prompts building with OpenWrt
configs that set CONFIG_KERNEL_DYNAMIC_DEBUG=y. Fix this by adding the
disabled option to the generic config.
