Makefile: fix order of test target dependencies
The install.*.local targets need to be run before the backend-specific
test target, but this is not guaranteed by making them all dependencies
of the global test target. Making the install targets dependencies of
the backend-specific test target instead guarantees they are executed
before the testsuite is run.
