[IA64] Prevent rfi emulation with double un-cover
Recently (CS 13436) rfi hyperprivop was simplified. But as a consequence
rfi emulation with double un-cover is not possible anymore.
Comment priv_rfi and forbid rfi emulation with double un-cover.
