ramips: drop obsolete arcs_cmdline override patch
CONFIG_MIPS_CMDLINE_FROM_DTB is set to 'y' for all ramips targets
already, which will ensure that the value of 'bootargs' will take
precedence over whatever is in arcs_cmdline.
