Enable testing kernel.
Fix compile errors by using new kernel APIs.
Fix fuzz by manually editing patches to ensure the code goes in the
right place.
For 721-NET-no-auto-carrier-off-support.patch, revert upstream commit
a307593a6 to keep the OpenWrt ralink driver operational.
Add mt7621-pci-phy patch to select REGMAP_MMIO as discussed in PR #3693
and #3952.
Run automatic quilt refresh on the rest.

0098-disable_cm.patch can be dropped, upstream fixed CM handling.
Fix compile errors by using new kernel APIs.
Fix fuzz by manually editing patches to ensure the code goes in the
right place.

RT3x5x seems to work fine with kernel 5.4. Set the default kernel
version to 5.4 to bring this to a broader audience.
Since 4 of 6 targets are on kernel 5.4 now, invert the kernel
version setup logic in Makefile/target.mk files.
Tested on ZyXEL Keenetic.

There is no such role as target maintainer anymore, one should always
send corresponding changes for the review and anyone from the commiters
is allowed to merge them or eventually use the hand break and NACK them.
Lets make it clear, that it is solely a community doing the maintenance
tasks.

The ramips subtargets of mt7628 and mt7688 dts files all #include "mt7628an.dtsi"
They are essentially a single subtarget.
This patch merges the ramips subtargets mt7628 and mt7688 into a single subtarget mt76x8.

In order to have a smaller initramfs image remove all packages not
needed on all devices and add them explicitely for those actually
needing them. Also remove wpad-mini from ramips default package set
and add it to all sub-targets except for MT7621.
While at it reorder packages alphabetically and replace kmod-mt76 with
kmod-mt7603 and/or kmod-mt76x2 depending on the chip actually used on
a specific board.
Hopefully fixes FS#758

netis WF-2881 is an MT7621AT based router with MT7602EN, MT7612EN.
It has 128MB DDR3, 128MB SLC NAND FLASH, 5-port Gbps switch and 1x USB 3.0.
The following patch adds support for this device.
this device only works on top of UBI.
Tested and working:
* ethernet
* both WiFi radios
* USB 3.0
* buttons (reset button)
* ethernet switch and USB diag LEDs
* UART
* GPIOs
* sysupgrade

replace all occurences of LINUX_VERSION with the cleaner
approach. future kernel upgrades must mostly touch only
one file. the only platform left is netlogic, because it
uses a intermediate kernel 3.14.16
