This is included in upstream kernel 4.15. This was compile tested with iproute2 build on all supported kernel versions with musl and one one with glibc. The 32bit compat layer function was missing the same logic to copy the flag IPT_F_NO_DEF_MATCH to user space for a 64bit kernel and 32 bit user space.
