The getrandom syscall is not hanging at bootup any more if there is
not enough entropy. This was fixed upstream in 2018 in commit:
https://github.com/util-linux/util-linux/commit/a9cf659e0508c1f56813a7d74c64f67bbc962538
This OpenWrt patch is not needed any more.
This reverts commit e64463ebde55 ("util-linux: avoid using the getrandom syscall")

This fixes the build of util-linux on powerpc and arc. Both CPU
architectures were not supported here in addition to the missing MIPS
support.

Compiles faster, is PIC by default, and does not have pkgconfig files
with wrong paths.
Add various fixes to it as it seems cross compilation was never tested.

hwclock was fixed to work with musl.
Unfortunately, the fix breaks under musl 1.2.x. Backported patch to fix
that.

getrandom blocks until the random pool is being initialized.
Unfortunately, this code is being called early during init to create the
overlay filesystem, on some devices leaving little chance for a
successful random pool init.
True randomness is not that important here, so fix this issue by
sticking to using /dev/urandom, like in older versions of this code.

uClibc-ng pretends to be GNU libc 2.2 and then a fallback
scanf check is tried, so that libmount is disabled
afterwards. Add a fix already suggested upstream.
Add librt dependency required for other apps, too.

Upstream choose to not rely on configure.ac and recursively expand paths in pkgconfig files at make time,
leading to absolute /usr/include & /usr/lib in there... And we don't want that when cross-compiling...
