If they are not marked nonshared they would be build by the SDK build and if this happens with a different SDK, then the SDK from the target the package depends on, the package would not be added to the index. This breaks build for layerscape with the recently added LX2160a: create: unrecognized option '--ddr-immem-udimm-1d' Use the tfa-layerscape variant again for now, but rename it to fiptool-layerscape to indicate that it's a specific variant.
