toolchain: gcc: import patch fixing asm machine directive for powerpc
Applications with libmbedtls, e.g. curl, fail on mpc85xx with:

This is due to a bug in gcc-11.2.0. It is fixed with gcc-11.3.0.
Import the patch that is fixing the issue.
