kernel: bump 5.4 to 5.4.36
Refreshed patches, removed upstreamed patch:
generic/hack: 551-loop-Better-discard-support-for-block-devices.patch
Added generic config symbol `ARM64_ERRATUM_1542419` due to Fixes:
f2791551cedb ("arm64: errata: Hide CTR_EL0.DIC on systems affected by
Neoverse-N1 #1542419").
