kexec-tools: update to 2.0.21
kdump was removed in 7acd257ae67b4ca94f8c23cb8bda0ee0709b9216
gdb can be used as an alternative.
Remove autoreconf. It's not needed as the configure files are already
generated.
Remove upstreamed patch.
